There are a variety of rubrics you can use when assessing an OER; however, some of the key criteria you'll want to focus on include:

Accuracy of content
Relevance of OER to your course's learning objectives
Production quality of OER (i.e. lack of typos, navigable layout, modularity of content)
Compliance with accessibility standards
Interactive content that creates active learning opportunities for students
Use of open licenses

Achieve's Rubric for Evaluating Open Education Resources Objects
Achieve, an educational non-profit in the U.S., has developed a more extensive rubric to use when evaluating the appropriateness and quality of OER. This rubric uses 8 evaluation criteria. This 2-page chart summarizes the evaluation criteria in a more succinct format.
iRubric's Evaluating OER rubric
Developed by RCampus, a business focused on creating educational productivity tools, this rubric provides a list of recommended questions to ask yourself when selecting an OER.
BC Open Textbook Accessibility Toolkit
While this open textbook helps OER content creators develop accessible resources, its accessibility checklist is a useful resource to consult when determining if an OER is accessible.
